The Tribe does not support a statewide plan for Eligible IHS members. They want IHS eleigbles to be carved out except for the Tribal Option. Any other managed care mandate should be voluntary with an opt in approach.

With 100 DSS offices and significant differences in regional culture, I very much support the regional plans. I understand the frustrations now with Medicaid county of eligibility being so cumbersome to change quickly, but we can mitigate that with regional plans without the need for one state plan

With a statewide plan, there is the risk that the resources would be disproportionately encumbered by the large metro areas, leaving out the rural, less populous areas

I can appreciate the perception that a statewide network would resolve adequacy issues, however, we haven't addressed that children need to stay in their home regions to promote as much reunification or kinship placements. The system should be providing wraparound care locally and reducing the "bounce" children experience from home to home.

What about the parents? Will it make it more challenging for reunification if parents are covered under different health plans. Often BH treatment is needed for parents as part of reunification plan. Will this lead to more challenges in coordinating care across different plans?

I think we need more details on each proposed option until we can make an informed decision on this. Specifically, about the difference between regional vs statewide, what is transferrable and what is not, what the impact is on providers, and what will best serve our children and prevent further disproportionality. I think this is a big decision, but needs to be an informed decision.
